Po pogodbenem programu zajema študija kompleksne vodnogospodarske ureditve za povodje Idrijce v prvi fazi globalni pregled razmer in nujnih ureditvenih ukrepov v hudourniških zaledjih, ki vplivajo ...ali bi v bodočnosti mogli vplivati na škodljivo delovanje visokih vod na območju Idrije. Problematiko vodnega režima Idrijce in njenih pritokov nad urbanim območjem Idrije lahko razvrstimo v naslednje pojave: 1) Poglabljanje in zaprojevanje strug ter preplavljanje okoliških, zlasti urbanih površin, 2) Prekomerno zastajanje vodev glinenomeljastih in z njimi mešanih plasteh zemljin ter s tem povezano plazenje tal na področjih, 3) Časovna razporeditev voda, ki v povprečju sicer ustreza, zaradi velikih odstopanj od srednjih vrednosti (nizke in visoke vode) pa je dokaj neugodna.
