  • Financing of higher education and the role and dilemmas of tariff groups [Elektronski vir]

    During the last 20 years European higher education experienced radical changes, with the aim to make the higher education area more transparent and comparable and to contribute towards economic ... development, increased competitiveness and enables the transition into knowledge-based society. Key obstacles are limited available public and scarce private financial resources.Thus, new and mixed financial resources are needed and, consequently, "distribution" and "control" instruments and mechanisms, with which economy and cost effectiveness with limited resources would be encouraged and the objectives would be attained more effectively. One of the most frequent mechanisms for the allocation of public funds is a formula based on tariff groups, which should reflect the cost of the implementation of individual study programmes in different fields of study. Despite this variety of study programmes in different fields of study, ranging from social studies, medicine to art, the question remains if it is necessary to use a large number of tariff groups with a relatively large number of factors. If tariff groups and factors fail to reflect cost of implementation of different study programmes, a different mechanism should be used for the allocation of (public) funds for higher education?
