Vision of SmartGrids implementation in Slovenia [Elektronski vir]

The paper deals with vision on how to implement SmartGrids concept in Slovenia. Although at this very moment no official national SmartGrids stratetgic implementation plan has been produced yet, ...fairly clear picture exists about what will be its final outcome. The paper summarizes key drivers that propel inevitable changes related to network operation, planning and control as well changes which will affect also the consumers. The group working on the national implementation plan understands SmartGrids concept as a solution to economically accommodate distributed generation, demand side management and infrastructure for electric vehicles. The SmartGrids concept should not be understood as introverted, self oriented approach but rather extroverted grid and consumer oriented concept. Attention is devoted to the question who are the key players in the concept, what are their motives and their roles in a process of a SmartGrids concept. A reference value in regulatory closed back-loop process is set by different policies either European or/and national. The result of process is economically acceptable quality of power supply. The SmartGrids concept is complex and as such wraps many categories; technological, economical, social and regulatory. The paper is oriented towards explanation why this categories are important and how they should be addressed. The final goal is a feasible national SmartGrids implementation plan. The implementation plan has been envisioned to be dividedvertically into domains and horizontally into phases. Each domain has its own plan of phases. Commonly the work in domain commences with studies where all four categories are investigated. The results of studies should include review of existing technologies, guidance of implementation of most promising solutions, standardization issues, evaluation of economic effects, social aspects like acceptance by the users (if applicable) and review if existing regulatory framework suffices for implementation on a large scale.
