  • The Arctic as the EU’s geopolitical alternative for its energy supply [Elektronski vir]
    Pešić, Timea
As a global actor with significant autonomy, the European Union (EU) navigates the intricate geopolitical landscape of the Arctic, a region marked by territorial disputes, economic interests, and ... environmental challenges. This essay examines how the EU's pursuit of Arctic energy resources reflects its geopolitical actorness while balancing normative principles with pragmatic considerations. The study employs a historical analysis of the EU’s Arctic policy development and energy strategy, assessing their alignment with normative principles and geopolitical imperatives. Since 2008, the EU has actively sought a strategic role in the Arctic, despite the absence of a clear geographic and legal definition of the region. The EU's policy emphasizes environmental protection, sustainable development, and the rights of indigenous peoples. However, recent geopolitical shifts, particularly the Russian invasion of Ukraine, have intensified the EU's focus on Arctic energy resources. The resulting sanctions on Russia and its increased Arctic activities have prompted the EU to diversify its energy supplies, highlighting the Arctic's strategic importance. The EU's Arctic policy underscores its commitment to renewable energy, innovation, and sustainable resource extraction. Nonetheless, the region presents significant security risks due to climate change and military activities, necessitating closer cooperation with NATO and other international partners. The EU's engagement in the Arctic illustrates its adaptability as a global actor, balancing normative commitments with geopolitical necessities. The Arctic offers the EU opportunities to consolidate its global role, despite challenges posed by geopolitical tensions and security risks. The EU's evolving Arctic policy and energy diversification efforts underscore a proactive approach to ensuring energy security and promoting sustainability amidst a dynamic geopolitical context.
