  • Conceptualising euro-optimism via frames analysis : case study of Slovenia

    This article contributes to the conceptualization of states’ Euro-optimism byexamining the extent to which analytical frames used for Euroscepticism can beapplied to the analysis of states’ ... Euro-optimistic attitudes. Building on Pirro andvan Kessel’s (2018) frame analysis and Baboš and Világi’s (2019) continuum modelof political parties’ attitudes towards European integration applied to state-levelpositions, we propose a conceptual model incorporating two new elements: framecompatibility and degree of Euro-optimism. The model is tested through alongitudinal case study of Slovenia’s traditionally positive foreign policy stancetowards European integration, with emphasis on the period between 2020 and 2022,when the Euro-optimist stance was contested. Findings reveal that prior to 2020,Slovenia’s Euro-optimist stance was constructed through all four frames – socio-economic, cultural, legitimacy, and sovereignty – and was compatible both withinand between frames. During 2020–2022, however, while all four frames were alsopresent, Euro-optimism persisted only in the socio-economic and cultural frames,whereas the legitimacy and sovereignty frames exhibited partial deconstruction andincompatibility between the frames. The article shows that while forEuroscepticism, compatibility between the discursive frames might not play asignificant role, for a state’s Euro-optimistic stance, compatibility within andbetween the frames is essential.
