    Throughout the history, since 1537, when legal deposit of each and every book became obligatory by the order of the French King Francis I., this issue was a matter of conflict between publishers and ... depositories. In the present worldlegal deposit is defined exclusively as an instrument for ensuring preservation of national literary heritage and quick bibliographic processing of literary production, and, partly, for providing access to publications for scientific research (in some countries its role is also important for protection of the copyright). Inspite of that, countries have prescribed and still do more copies of legal deposit as would be necessary for carrying out these functions. Especially Slovenia is standing out in this respect. Even nowadays, as inheritance from the former socialist country, there is a demand for 16 deposit copies, which is by far the most in Europe. Thus the state is changing the role of legal deposit and makes na easier position for itself because it does not have to provide extra funding for libraries. Considering the fact that all publications which libraries receive some (or even the most) libraries do not need, it should be achieved that the number of deposit copies would be reduced to two. At the same time it would be necessary to provide additional funds for libraries so that they could conduct a reasonable acquisiton policy and compensate for the hitherto received deposit copies.
